Yeah, it is a very old version. So I just compiled the recommended 8.16
from the scratch and tried it again.

It looks a bit better. It does not hang totally anymore, but still there
are seconds spent in the Send() method. And after some minutes of having
the application under laod there is around one queue file created with 1 MB
each for not sent log entries.

I have to speak to our networking specialists what can cause this new
behaviour of the plattform (tcp_window_scaling ?), but I guess, we are not
the first one facing this kind of issue, which makes rsyslogd for us not
working anymore caused by locally stored log entries.
