did you know that you can say name='foo' in an action statement and you
will see foo instead of 'action N'?

I'm not seeing anything obviously wrong

your workdirectory is /data/spool/rsyslog, is there any chance that SELinux
or AppArmor (depending on your distro) are blocking access to this
directory?
