Great catch, sir!  I am running a version in the lower 8's, so that's
probably it.  To your other point this is the Rainer script I used for the
default template and it didn't work, but that may be the same reason as the
ability to bind.

 action(type="defaultruleset" ruleset="fwdlocal")

Is this incorrect?
