Sorry I am so late in responding.  Is this still an issue for you?

I had a similar problem where logs where not being written into a specific
directory structure.  For me it turned out to be selinux in enforcing mode.
 So you might try changing selinux to permissive.  If that solves the
problem let me know I can dig up the instructions I used to fix the
permissions issue and get selinux back to enforcing.
