since you are forwarding messages via TCP to the central server, if it
can't keep up, it willforce the client boxes to wait.

I'm assuming that action 11 is the forwarding action on the client, it
shows as many failures as successes.

so now we need to look at impstats on the central server, and the
configuration and CPU utilization there. Why is the central system unable
to keep up.
