I think I got it now.  Sorry about the brain cramp on the input format...So
I have four action statements in one ruleset

1)  omfwd to host 1 via TLS (cert set 1)
2)  omfwd to host 2 via TLS (cert set 1)
3)  offwd to host 3 via TLS (cert set 2)
4)  omfwd to host 4 via TLS (cert set 2)

I'll have my ruleset queue, and I'll add a linked-list queue to each of the
actions.
