I figured it out. I had to build and manually include liblogging.

./configure LIBLOGGING_STDLOG_LIBS=/usr/local/lib/liblogging-stdlog.so
LIBLOGGING_STDLOG_CFLAGS=-I/usr/local/include --enable-gnutls --enable-mail
--enable-imfile --enable-imptcp --prefix=/usr

Since liblogging seems to be a requirement for rsyslog to build now, it
would be nice to have it included as part of the rsyslog source. Or is the
plan to have it included as a rpm/srpm in the major distributions? It's
kind of a PITA for those of us stuck on older, but supported operating
systems.
