As you already said, the modul is not loaded:

I guess there was an error with the installation of rsyslog-gnutls. I
suggest to check the installation ([b:2jtebe09]yum list installed
rsyslog*[/b:2jtebe09]) and also the version of rsyslog and rsyslog-gnutls.
As I know, per default on RHEL 6, there is an old rsyslog version running
(V5.8 or so), but you have V7.4.
