with the action() syntax, all of the permission info needs to be defined
for each action.

With the legacy syntax, the permissions were set ahead of the actions and
remained defined until changed (across multiple actions)

This was a deliberate decision to make what's happening more explicit and
contain less 'black magic' (especially when includes are used)
