I managed to install 8.2.0 on Fedora 17
In case it can help somebody this is what I did:

sudo yum-config-manager --add-repo
http://rpms.adiscon.com/v8-stable/rsyslog.repo
[/code:25e8aup0]
modify baseurl in /etc/yum.repos.d/rsyslog.repo
[code:25e8aup0]
baseurl=http://rpms.adiscon.com/v8-stable/epel-6/i386
[/code:25e8aup0]
[code:25e8aup0]
yum update rsyslog
[/code:25e8aup0]
rsyslog 8.2.0-2.el6, jemalloc 3.4.0-1.fc17, libgt 0.3.11-1.el6, liblogging
1.04-1.el6 were installed
