yes, you can log from syslog to rsyslog

telnet is TCP, syslog is UDP, so if you are using telnet to test if you can
get to the central server from the client, you are testing something
different.

if you do a tcpdump on the central server, do you see the traffic on UDP
port 514 from the client?
