Most probably the rsyslog version is too old for this syntax. Assuming
rsyslog resides in /sbin, do 

$ /sbin/rsyslogd -v

and check which version it is. If it is below v7.something you can't use
that syntax. Note that the current project-supported version is 8.4.2.
