I finally had a chance to look at the debug log, but I unfortunately have
no idea why the local socket subsystem returns error 10046. The listener is
being tried to be activated with full priveleges, so that can't be the
problem. Maybe it's related to tcp?

Could you try if imptcp works or fails with the same error code? Also,
could you try on a different machine?
