it's actually not listening (in that nothing will be done to any packets
sent to that port), what is going on is that rsyslog opens a 'connection'
to the destination that you are sending logs to, so that it doesn't have to
go through all that overhead each time it sends a packet. Since the kernel
doesn't know that it's only going to use this 'connection' to send data, it
marks the port as being in status LISTEN.
