Ok, back in the v5 days, you did want to have the flag -c5 to tell it that
you are using a version 5 config (that's not needed on current versions)
I think that impstats was introduced around that time, see if you can
configure it to log the message rate that it's getting.
receiving messages vi /dev/log (with rate limiting disabled) and sending
them via relp should not loose any messages other than when you restart
rsyslog.
I don't remember exactly when, but somewhere in the v5/v6 timeframe I found
that since a HUP was a complete restart, you could loose messages at that
point. HUP was changed to just close inputs and outputs for log rotation
instead of doing a complete restart. This could be the cause of your
problem.
