I'll take a look at the your suggestions in more detail in the morning
(it's after 3am here), but I noticed an unsettling fact when looking at my
traffic for the last week: this server starts this downward queueing spiral
every date at 20:00.  I need to put a better monitor up on the VPN to see
if there is an actual interruption at that time that causes RELP to timeout
and the queues to kick in.

Btw, I'm using Rsyslog 8.7.0 on these two systems - that's not considered
"old" as you've described it, right?  I'm planning to upgrade to the latest
stable version in a week or two, and may get rid of the aggregator
altogether as it may be unnecessary with the new infrastructure we're
installing.
