In general, you need to either bind the input to the ruleset that you want
(remotes to different ones than locals) or to discard messages once you are
done with them.

You may also query for local messages specifically, but that's usually too
much effort. If you post your full config, I could show you an example, but
with the snippet it's simply impossible.
