but it also shows in the rawmsg  field that the hostname that it's being
told is Oracle, so rsyslog is doing the right thing here.

You need to track down why the hostname that's being provided is Oracle.
What is the system that's delivering logs to this machine? how is it
getting the logs from Oracle?
