well, on my ubuntu desktop (which should be very similar to your system)

/etc/init.d/rsyslog

containst the line

RSYSLOG_OPTIONS="-c5"

I would expect that this could override what you set in
/etc/default/rsyslog

but it really depends on exactly what the scripts do, look at the
/etc/init.d/rsyslog script and follow it's flow to see whe and if it pulls
in data from /etc/default/rsyslog
