welcome to the world of systemd. Ubuntu 15.10 is the first release to
switch to systemd, and systemd has it's own way of logging, which
interferes with traditional syslog

Which PPA are you installing from (there are multiple ones available), what
version are you trying to install?

it sounds like systemd is doing something that is blocking rsyslog from
installing, but I haven't fought this fight yet, so I don't know what we
have to do to systemd (or possibly the rsyslog.conf file) to avoid this
problem
