in the rest of your config, are you using the old style actions or the new
action() style actions? the default only applies to the old version

you don't have to define this template, just use RSYSLOG_ForwardFormat or
RSYSLOG_TraditionalForwardFormat

personally, I like to be explicit with my format changes at the place I do
the output, in the old style this would be

/var/log/messages;RSYSLOG_TraditionalForwardFormat
