So, in my logs, it's attempting to resume the action, but the action never
succeeds.  In my log:

2016-06-13T15:36:19.899273-07:00,rsyslogd-2359,-,info,"action 'action 8'
resumed (module 'omprog') [v8.10.0 try <!-- m --><a class="postlink"
href="http://www.rsyslog.com/e/2359">http://www.rsyslog.com/e/2359</a><!--
m --> ]"

If I restart rsyslogd things come up right away.

My program quits/exits when an error occurs with the assumption that
rsyslog is going to restart it.  Is that assumption correct or does
"resume" mean resume sending to the program stdin?
