Yes, rsyslog can do this, you should also look at using the RELP protocol
so that you don't loose messages in flight when you have network hiccups.
you would need to have rsyslog on both ends of the connection, but rsyslog
has been the default on most linux systems for many years, so it may
already be installed. You may find that you need to upgrade to a more
current version than the distro provides for the machines that are your
per-site relays and your central receivers, just due to all the fixes and
new features that have been added since the version the distro provides.
